On September 12 the FBI stopped a 21-year-old outside a hotel in Butler County, Pennsylvania with a rifle, five magazines and 190 rounds. The Bureau’s word for him was inspired. Nobody sent him, nobody paid him, and nobody was on the phone telling him where to go.
That is the common case now, and the hardest to see coming. A plot with no network gives police nothing to listen to. The Butler County case started with an anonymous online tip on March 19 and ended before a shot was fired.
There are three kinds of attacker. A directed operator has a handler, money moving and travel. An enabled operator has a handler in his phone and nothing else. An inspired one has propaganda and a receipt. On the news they look identical. Each leaves a different warning before the shooting starts.
